What is 311?
311 is the non-emergency information line for the city services of New Orleans. 311 is designed to be your one call to City Hall to gain information or inquire about city services. The 311 Call Center also serves as the information center during emergencies or disasters affecting the City of New Orleans. Residents who require evacuation assistance must register with the 311 Call Center.
The specially trained 311 representatives are available from 7AM to 11PM Monday - Friday, and 8AM to 5PM on Saturday. Outside these hours, you can leave a message and a representative will return your call within 48 hours.

Office of Recovery and Development Administration
In November 2007, Mayor Ray Nagin merged the Office of Recovery Management with the city’s Office of Planning and Development to create the Office of Recovery and Development Administration (ORDA).
This new organization allows the city of New Orleans to efficiently and effectively capitalize on recovery planning and procedural reforms. The expanded organization will implement projects, processes, and partnerships with private and governmental entities to achieve long-term community redevelopment, infrastructure modernization and equitable and continual growth for the city.

Mission Statement
Creating a cleaner City is a top recovery priority. Mayor Nagin and the City Council Sanitation committee have taken bold steps to ensure that we have:
- Clean neighborhoods in which our citizens and children can live and play.
- Solid waste services that are collected and disposed in a safe, efficient, environmentally sound, and cost-effective manner
- Enforcement and Sanitation Codes that are designed to eliminate illegal dumping and littering.
Department of Sanitation Objectives
- Plan and direct all activities related to garbage collection, disposal, recycling, and street cleaning in a manner consistent with environmental safety standards;
- Ensure compliance of local, state, and federal regulations for solid waste collection and disposal;
- Fulfill Charter responsibilities and address environmental and neighborhood concerns while balancing fiscal impacts.
Notice:
Although the S&WB bills the sanitation fees, the City is responsible for management of the Sanitation program, including registration for the new garbage cans. You should direct your inquiries regarding problems with the City's garbage can registration website to either the City's webmaster or the Department of Sanitation by calling (504) 658-3800.

Housing Code Enforcement
The Bureau of Administration in the Office of Recovery & Development of the City of New Orleans has scheduled to hear the following cases in Suite 1100, 1340 Poydras Street. The purpose of these hearings is to determine if the properties at the locations listed should be declared blighted pursuant to the provisions of Section 28-38 of the City Code or a public nuisance pursuant to the provisions of Section 28-37, et seq., of the City Code. If the property is declared blighted, it is eligible for expropriation. If the property is declared a public nuisance, it is eligible for demolition. The following link is to a spreadsheet of 653 properties that are scheduled for upcoming code enforcement administrative hearings. Properties are first grouped by their council district, then by their street name and number. The spreadsheet also lists each property’s hearing date and time, the case number and the name of the inspector who performed the inspection. All hearings will be held on the 11th floor of the Amaco building, 1340 Poydras St.
This batch of properties came from recent sweeps that the Code Enforcement Department has performed. These sweeps took place in the Gentilly, New Orleans East, Lakeview, the Holy Cross neighborhood, Pontilly, the Hoffman triangle, the Freret neighborhood, the area surrounding the new Home Depot store at Claiborne Ave. and Earhart Blvd., the Windsor Village and Ber Master apartment complexes, and the areas surrounding the intersections of Canal St. and North Prieur, Canal and North Miro St. and Canal and North Broad St.. During these sweeps every unoccupied property that is in violation of the City’s housing standards was cited and a notice of violation was sent to the property owner with the hearing date. The staff of the Code Enforcement Department is constantly scheduling more hearings and will be updating this spreadsheet every week. Some of the properties that were cited during the sweeps have not yet been scheduled for a hearing. This is because of the large volume of properties that are in violation and because the Department’s clerical staff was significantly reduced by Hurricane Katrina. The department will soon be adding five new clerical staff.
The schedule of upcoming code enforcement sweeps
Before Hurricane Katrina, Code Enforcement inspectors inspected one property at a time in locations spread out throughout the city. As the department looks at the best way to encourage recovery and reduce blight, it has decided that this is no longer the best inspection strategy. Inspections will now be organized around large sweeps throughout the city. A typical sweep area will be six by six blocks. The idea is that by saturating these areas and working every property that is in violation through the enforcement process, the department will create large stabilized areas that will be catalysts for recovery in the areas surrounding them. Eventually every part of the city will be covered by a sweep. Initially these sweeps will be focusing on citing unoccupied properties. Every unoccupied property that does not meet the city’s housing standards will be cited and the owner will receive a Notice of Violation with a hearing date. The code enforcement department will be inspecting other properties outside of these sweep areas - including properties that are threats to public safety and health and properties that are requested to be inspected by the City Council staff.

Imminent Health Threat Demolition Properties
Pursuant to Chapter 26 Section 263 of the Code of the City of New Orleans, the City of New Orleans gives official notification that it intends to demolish or haul away the below referenced properties. The City has determined that these properties constitute an immediate threat to public health, safety and welfare; by reasons of being unremediated, ungutted, open to the public, unsafe, unsanitary or conducive to ill health of the community. A legal owner who disputes the proposed demolition must submit in person or by certified mail proof (photos) that he/she has complied with the Imminent Health Threat ordinance. The photos must document the following:
- Inside of the property gutted and contents removed;
- Grass cut in front, back and side yards;
- All doors, windows shut and secured;
Upon receipt of proof, the Department of Code Enforcement will issue a letter advising whether the owner’s request has been granted. Additionally, the property will be scheduled for a follow-up inspection to validate the remediation claim. Failure to comply with the Imminent Health Threat Ordinance will result in the property remaining on the demolition list and the demolition of the property.
Danger of Collapse Properties
The City of New Olreans gives official notification that it intends to demolish or haul away the below referenced properties. The City of New Orleans has determined that the properties are in imminent danger of collapse and must be removed. A legal owner who disputes the proposed demolition must present their objections in writing to the Department of Safety and Permits of the City of New Orleans. The City of New Orleans makes no legal reprentation that relief will not be granted.
