Carl A. Flores
Acting Deputy Director

Carl A. Flores currently serves as the Acting Deputy Director for New Orleans EMS, a role he has been filling since winter 2007. With 120 employees in New Orleans EMS, Mr. Flores continues to perform in this critical role as the New Orleans EMS system develops with his experience and leadership.

Mr. Flores began his career in a path that is not unfamiliar to successful leaders in New Orleans EMS – as a volunteer in 1993 through the Volunteers in Government of Responsibility (V.I.G.O.R.). After being hired in 1996, he has continued to serve the citizens of New Orleans and its visitors in several capacities. As a dispatcher, Mr. Flores trained to the level of a dispatch supervisor until his Paramedic certification was achieved. In the position of rescue technician, Mr. Flores was able to provide critical extrication services on difficult rescue scenes and although in his new role he maintains the passion to teach others as a vehicle extrication instructor for New Orleans EMS. Eight years after he began working for the City, he became an Emergency Medical Coordinator, Assistant (Supervisor). Immediately preceding his current role, Mr. Flores was appointed as the Director of Logistics following Hurricane Katrina, a position which played a pivotal role in the rebuilding and procurement process that replaced the destroyed and lost equipment following Hurricane Katrina. Since that time, Mr. Flores has led New Orleans EMS in the acquisition of nearly $3.0 million dollars in new equipment and the rebirth of New Orleans EMS.

Today, Mr. Flores continues to play a critical role in the continued development to the City of New Orleans EMS Department. He has made strides to bring back electronic billing and provide the latest cutting edge equipment and technology to the team working at New Orleans EMS. This equipment will allow EMS personnel to serve the citizens and visitor of the City Of New Orleans in a more efficient and professional manner.

Education focused on the field of emergency medicine has been Mr. Flores’ strength, and he successfully transitioned through all phases of the emergency medical technical (EMT) program. He became an EMT-Basic in 1993 and EMT-Intermediate in 1995. He successfully completed the paramedic certification in 1996 and continued to gain his instructorships in ACLS, PALS, CPR, and PHTLS.

For Mr. Flores, family is the key ingredient to success, so this father of three beautiful children and husband to Heather strives each day to ensure the citizens, the employees, and the City of New Orleans realize that they are important to him.
