The primary role of the Software Security and Operations is to assure employees’ access to the resources and data needed to conduct City business while protecting those resources to ensure availability, reliability and integrity. The unit allows end-users to access the appropriate levels of security for ECRS, MAINFRAME, BUYSPEED, and GREAT PLAINS AND AS400. Information security is an integral element of sound management.
Provide assistance to departments in creating new Microsoft Access databases and maintaining current databases. Support city departments and agencies with creation of reports using Crystal Reporting tool that can be connected to most Microsoft Access and SQL databases.

ECRS
ECRS an Electronic Contract Routing system provides allows all City Departments and Agencies to enter and track of all city contracts. The Office of Technology provides login ids and passwords for the system and supports all departments on any problems and also oversees the tracking of the Electronic Routing system. The department provides on-going training.
MAINFRAME OPERATIONS/SECURITY
Provide city employees access to three mainframe applications that is mainly used by all city departments and agencies. The applications are AFIN, which is the financial application, AHRS, payroll and HRTS, personnel information on city employees.
BUYSPEED
Buy speed is the purchasing financial system used by all city departments and agencies to purchase all city supplies, equipment etc. The office of technology provides all users access to this application by providing them login ids, passwords and access level. We also provide technical supports for problems that a user might occur.
GREAT PLAINS
Provide departments and agencies with access to view and keep track of current budget and Ad Hoc reporting. The Office of Technology provides departments with login id, password and assign user to specify security groups as requested by the department.
AS400
The City of New Orleans Retirement Division’s application updates contributions paid by City employees into their pension system. The application also provides payroll for Retirees. The Imaging system allows users in Safety and Permits, Civil Service, and Revenue to view departmental documents. The Office of Technology provides departments with login ids, passwords and access to specify libraries as requested by the department as well as technical support for end-users.

Customer Services/Hardware:
The Customer Support Team provides desktop, help desk, and network support for the City of New Orleans, and selected City agencies. We are responsible for distributing and maintaining desktop hardware and software. Our technical expertise is enhanced through forming close relationships with key partners and vendors to provide our customers with superior service. Our services focus on three main goals - increasing productivity, reducing costs through the use of standards, and improving end-user satisfaction.
The Customer Support Team goal is to provide leadership in supporting and facilitating the effective use of technology as an everyday tool.
Mainframe Operations maintains the city's mainframe computer system and provides physical security for the city's data.
The citywide call center program primarily supports the Citywide Strategic Priority area of Making Government Work. The purpose of the Citywide Call Center is to provide a "one stop" service experience for constituents, residents, and visitors in their search for The City of New Orleans government services, numbers, and information.
The Call Center is designed to make the public's interaction with the city government less frustrating. The designated telephone number for the City of New Orleans Citywide Call Center is 311.
Dial 311, to request scheduled services such as trash removal, potholes, bulk pickups, and abandon vehicles. Residents may also use this number to report a missed scheduled service, inquire about city agency phone numbers and hours of operation, and pursue other customer service-related items.

The primary role of Telecommunications is to facilitate voice, data and internet services for employees to perform their job and provide city services.
Telecommunications is the underlining infrastructure that enables most technology operations, and includes but not limited to the following components:
- Large and small telephone systems, voicemail, and long distance access.
- Backbone data networking (Wide Area Network) to link all City of New Orleans locations to City Hall for e-mail, file sharing, print services, web access, mainframe access and unique departmental applications
- Local data networking (Local Area Network) to link a building’s desktops with print and e-mail servers, fax services and for file sharing in a department.
- Web connections and the associated firewall, virus, and filtering controls
Due to the embedded nature of wiring and electrical distribution points in the infrastructure of a department’s facilities and housing, it should be a standard practice to involve Telecommunications at early planning sessions for moves, additions, changes, and deletions of departmental technology segments. No vendor, non city agencies or unauthorized personnel shall be allowed to connect devices to the city’s networking infrastructure without prior approval from the Office of Technology and are required to contact the Office of Technology prior to gaining access to the City of New Orleans networking infrastructure.
Telecommunications also coordinate and supervise all wiring for all city agencies including but not limited to network, telephone, access points, surveillance systems and fax wiring request. Telecommunications monitor telephone and data network alarms/trouble reports, and coordinates restoration of installed access points and facilities for all departments using the city’s integrated networks. At no time shall a department solicit a vender to complete wiring for any city agency without the approval and supervision of the Technology department or their designate in charge.
