Situation Report for New Orleans
(New Orleans, LA) The City of New Orleans will release regular updates, or Situation Reports, detailing the effects of Hurricane Katrina on the city and the progress of rebuilding efforts. Reports will be posted on the City's website, www.cityofno.com.


As of Friday, September 30, 2005:


Re-entry


  • The City has a toll free information hotline: 877-286-6431. The message will be updated periodically with important information. Unfortunately, the City cannot return messages left at this number.

  • The City will allow re-entry in the targeted zip codes of 70112, 70113, 70114, 70115, 70116, 70118, 70130 and 70131. Those areas include Algiers, the Central Business District, the French Quarter and Uptown.

  • Business owners and residents in those eight zip codes will be allowed back in New Orleans.

  • On Wednesday, October 5, 2005, residents and business owners in the rest of New Orleans, with the exception of the Lower 9th Ward, can return.

  • The mandatory evacuation order remains in effect for other parts of New Orleans.

  • The Red Cross has set up feeding and bulk distribution of water and ice in Algiers at Cut-Off Playground and at Fox Playground as of noon 09/26/05.


Access

  • All federal, state, and local agencies, including authorized non-profit service agencies, will receive a yellow access placard to permit unmarked vehicles and occupants into the City.

  • To obtain the placards, the agency will provide the City's Access Contractor with the number of vehicle access placards they require for their un-marked vehicles. The placards will be available the following day and bear the agency name and a serial number. Agencies will issue the placards and return a list linking each number to a vehicle license number.

  • Private contractors/subcontractors employed by Public Service agencies will receive a purple access placard for all vehicles supporting that agency's operations.

  • The sponsoring agency will provide the Access Contractor with a list of contractor vehicles identified by Company name, make, model, and license plate number of each vehicle the contractor intends to use. The Access Contractor will deliver the Contractor access placards the next day. Each Public Service agency sponsored Contractor Access placard will bear the name of the sponsoring agency the license number of the vehicle and a serial number. Businesses

  • Contractors will be credentialed at 601 Loyola Ave. from 9 a.m.-5 p.m.

  • To date, approximately 566 food establishments have been inspected and approved. Three more food permits were issued in Algiers zip codes 70114 and 70130; total permitted food permit are 18 of 171. Inspections continue this week with the local staff and FDA assistance.

  • There are a number of restaurants open in the city. Those establishments with bright pink posters in the windows have been deemed safe by health and safety inspectors.

  • For defective equipment concerning electronic food stamp POS device (EBT), business owners should call (800) 230-0179.


Schools

  • Since schools will be out of service for the foreseeable future, parents are urged to enroll their children in schools outside Orleans Parish.


Housing


The U.S. Army Corps of Engineers, as part of their FEMA-assigned mission of providing temporary repairs to roofs damaged by Hurricane Katrina, has a toll-free number for affected victims to call for information - 1-888-ROOF-BLU (1-888-766-3258).

For the latest information on locations, dates and hours to sign a "Right of Entry," please call toll free. If citizens qualify, Corps contractors will install the temporary roof covering at no cost.

City employees


  • City of New Orleans employees received a direct deposit payment as usual on September 2 and 16, 2005. Payroll cards will be sent to employees who normally receive a paper check; however, employees must call (866) 795-2427 to register for the cards.

  • In addition, City of New Orleans employees are being asked to register with a tracking service by calling (877) 751-2415. Sewerage and Water Board employees are asked to call (877) 863-9405.

  • Callers will be asked about personal identification information, job title and duties, current contact information, names of spouse and children, whether the children are now enrolled in school outside of the city, the status of their homes in New Orleans, long-term plans for returning to the area, and credit union membership.

Postal Services

Distribution of Social Security Checks

  • The following is information concerning distribution of social security checks, which are normally delivered on the first and third of the month It should be stressed that only these monthly checks will be distributed and not any other mail with the exception of Algiers:

  • Algiers checks for zip codes 70114 and 70131 will be delivered to residences.

  • New Orleans residents' checks will be distributed at the Baton Rouge Post Office on 750 Florida St. on Friday and Saturday from 8 a.m. to 5 p.m.

  • Mail will be delivered in Algiers' ZIP codes 70114 and 70131.

  • The U.S. Postal Service has a temporary/portable post office for outgoing mail only, located in the parking lot between JAX Brewery and Canal Place on the River side (N. Peters & Iberville - Tent City) Open 10am - 2pm. Postage available.


There are several Post Offices with regular retail services open in the area:

  • 1) Elmwood Postal Station, 5720 Citrus Blvd., New Orleans, LA 70123

  • 2) Metairie Main P.O., 3301 17th St., Metairie, LA 70002

  • 3) Johnson Street Station, 3517 Johnson St., Metairie, LA 70001

Mass care/housing/human services

  • The 14th Combat Support Hospital relocated to the New Orleans convention center and is operational.


Public health and medical systems

  • Two crisis hotlines are operational: 1-800-273-TALK and 1-800-749-COPE.

  • Tulane, in conjunction with the NOHD, has set up three additional community clinics providing both urgent and primary care, along with mental health services. They are operational as of 9/29. The clinics are located at: Harrah's Casino (Convention Center Blvd and Poydras St.); Covenant House (611 Rampart St.); Uptown Square Health Center (Broadway and River Rd.). Furthermore, prescription services and immunizations are/will be available at all sites.

  • Two clinics opened in Algiers - Arthur Monday Recreation Center and Algiers Medical Complex - with a total of 282 seen the first day. They reopened Monday, Sept. 26.

  • 154 inpatient hospital beds available as of yesterday.


Injury

  • Approximately one-third of all people who visited New Orleans area hospitals and clinics reported injuries. The vast majority of these are unintentional injuries.

  • Most of the unintentional injuries are due to insect stings, fall, cuts, and blunt trauma.

  • Hospitals are more likely to see patients who have been injured due to falls and blunt trauma while clinics are more likely to see injuries due to cuts and insect bites and stings.

  • Injuries due to motor vehicle crashes have increased steadily since surveillance data collection began.

  • We have developed targeted injury prevention messages about safe driving to remind returning residents that traffic lights may be in operational and street signs may be turned or missing. The safe driving flyer and other injury prevention flyers are available through the CDC Hurricane Recovery website.

  • A small percentage of the injuries seen in hospitals and clinics are due to carbon monoxide poisoning.

  • However, a larger number of carbon monoxide exposures are appearing in reports to the Gulf State Hyperbaric Oxygen Chamber (HBO) facilities, but these reports are not specific to the greater New Orleans metropolitan area where as the CDC NOLA Epi and Surveillance system concentrates on hospitals and clinics within the 4 parish area surrounding New Orleans. All of the reports to the Gulf State HBO have involved CO exposure following the use of generators and pressure washers. Flyers on prevention of CO exposure have been delivered to local home improvement stores for posting and distribution in an effort to educate users of generators, pressure washers, and other gasoline powered devices. There has been an increase of carbon monoxide in the air due to generator usage.


Violence

  • Approximately 3% of all reported hospital visits are for violence-related injuries, including firearm related violence and suicidal behavior. This percentage has remained stable since surveillance data collection began.

  • Determination of damage and prioritization of repairs to hospitals is ongoing. Touro will be opened for emergency care soon. Memorial Baptist, Lindy Boggs and Methodist Hospitals sustained extensive water damage.

  • Triage is being conducted at the Convention Center and Kindred DMAT. Once patients are stabilized they are moved to fully operational hospitals elsewhere.

  • Respectful and dignified removal and disposition of the deceased continues to be a priority. Primary search and recovery has been completed in all areas of the city. Secondary searches are now being conducted. Performed secondary searches on approximately 2051 occupancies in the past 24 hours, for a total of 20,825 dwellings. Secondary searches for Lakeview and West Golf Course divisions are complete.

  • Algiers has been cleared from a boil water notice. For the entire East Bank, water quality is not acceptable for drinking, bathing or washing hands. For additional information, visit www.dhhemergencynews.com.

  • A safety officer position has been assigned to public health.

  • Dark water in the area contains 10 times the acceptable amount of E. coli bacteria.


Long term recovery and mitigation

  • U.S. Attorney and Federal Court are operational in Baton Rouge, while the Magistrate Court is operational in Gretna

  • Due to Hurricane Rita, many airlines have cancelled flights. Delta, American, Southwest and Northwest Airlines had resumed daily flights into and out of New Orleans.

  • The U.S. Postal Service has plans to provide limited service to residents of zip codes 70114, 70131, and 70174. Once notified, residents need to report to the Algiers Post Office and present ID and they will receive any mail available for their household. Assessments are being made to determine adequate locations for re-establishing postal service to the New Orleans Area.

  • City of New Orleans government officials are planning the long term rebuilding of the governmental structure to provide continuity of operations.

  • Planning is underway for restoration of critical infrastructure including water/sewer, electrical and communications.

  • Vital facilities are being assessed for the extent of damage and efforts required for restoration.

  • The emphasis of the operation is beginning to shift to recovery.


Domestic animals

  • Lamar-Dixon has asked all animal groups to vacate the facility by 9/30.

  • Animals are being transferred to various host agencies throughout the country

  • After being out of the City since 9/23, rescues resumed on 9/25; 223 animals were rescued and processed through Lamar-Dixon on 9/25.

  • The LA/SPCA has secured a warehouse in Algiers to serve as the base for Animal Control for the City of New Orleans (pending inspections and permitting).

  • LA/SPCA Humane Officers and volunteer organizations are still in the City continuing to rescue animals.

  • Plans are proceeding for the LA/SPCA to resume Animal Control responsibilities for the City by the end of next week.

  • Over 8000 animals have been rescued and processed through Lamar-Dixon over the past month.

  • After a high of over 3000 animals being housed at Lamar-Dixon; there are currently 685 dogs, 48 cats and 1 pig awaiting export.

  • Rescuing and transferring to Lamar-Dixon will cease on 9/30 as we transition back into Animal Control for the City of New Orleans.

  • All animals not reunited with their families will become available for adoption on 10/16.

Transportation


MAJOR WORK IN PROGRESS:


PARKING:


  • Five (5) tow trucks and three (3) flatbeds (provided by Car Crushers) removing vehicles from routes in zip code areas to be repopulated.


MAINTENANCE:

  • Sixty (60) vacuum trucks concentrating on clearing drains in zip codes 70115 and 70118.

  • Building a road for SWB at the Algiers Water Plant

  • Asphalt patching throughout the City


TRAFFIC:

  • Working on traffic signals in Algiers, CBD and Uptown

  • Assessing conditions in new zip code areas

  • Installation of temporary signage in CBD and Uptown


Building Inspection

"Unsafe Building" Determinations


  • Residential: Mutual aid firefighters continued block-by-block sweeps of residential neighborhoods yesterday, completing Zip Code areas 70115 and 70113, and covering about 75% of Zip Code areas 70118 and 70116. Combined with Zip Code area 70130 which was completed on 9/25/05, a total of 303 houses have been placarded as "unsafe for entry."

  • Dept. of Safety and Permits inspectors along with Mutual Aid Firefighters conducted block by block sweeps of residential neighborhoods adding zip codes 70112, 70113, 70115, 70116, 70117, 70118, 70125 and 70130 to the list of completed areas. The total number of structures placarded with "Unsafe for Entry" notices for today are approximately 512. Our Electrical Inspection Bureau made a total of 11 inspections yesterday, all with passing results.


Debris Management

  • The estimated quantity of debris in the New Orleans area is 50 million cubic yards. There are numerous waste streams. 1) Green (trees and other vegetative debris), 2) construction and demolition debris (mostly from demolished buildings - which includes wood, furniture, rugs, sheet rock, roofing materials, electrical and plumbing materials among others), 3) White goods (including appliances such as refrigerators, air conditioners), 4) Household hazardous materials.

  • Initial debris cleanup is finished on the West Bank and 95 percent complete on the East Bank in accessible areas.

  • More than 22,000 cubic yards of debris has been removed to date

  • In Algiers, regular household garbage collection is underway

  • OMNI is hauling debris from the West Bank to a disposal site

  • Debris has been pushed to the side on all West Bank Streets. Streets are passable.

  • On the East Bank:


    • Work continues in Central City (Push of Roadway)

    • Work is progressing on major streets (Carrollton Avenue, Louisiana Avenue, Jefferson Avenue and Napoleon Avenue)

    • Work is in progress for Uptown & Carrollton Area (Push of Roadway)

    • Street sweeping in French Quarter and downtown is underway

    • OMNI continues hauling debris from the East Bank


  • Hauling waste from the following areas


    • Carrollton/Lower Carrollton Area

    • Uptown Area

    • City Hall/ Superdome/ Portion of CDB

    • New Orleans East (Michoud area, near Joe Brown Park, Dwyer Road near I-10, and Mayo Road to west)


  • Residents should place garbage and storm debris curbside. Contractors will collect waste and bring it to staging areas for sorting and disposal at landfill.

  • Canal Street, the French Quarter and the Convention Center have been cleaned. Omni crews are working to clean the second floor of the Superdome.

  • Debris management is being handled by the Army Corps of Engineers and the New Orleans Department of Sanitation as removal continues.


Emergency Management

  • Command staff developed a contingency plan in case significant rainfall causes a levee breach.

  • The military and all public safety agencies in the city of New Orleans formed a consolidated communication link to coordinate safe, organized re-entry to the city.

  • The Emergency Operations Center is fully activated and operational under the Incident Command System.

  • The EOC is working under written Incident Action Plans to coordinate tactical operations in the field.

  • Ongoing work


    • Coordinating resource requests and allocations.

    • Prioritizing missions to optimize resource usage.

    • Established logistical support for EOC/City Hall staff.


Logistics

  • The Seventh Street Warehouse is now available to receive and distribute supplies to the city.

  • Several areas, including all of Algiers, are back up and operating - including Tulane University, Ben Franklin School, UNO Research Center, 1515, 1555, and 1615 Poydras, the Jewish Community Center, Civil District Court, City Hall, VA Hospital, Tulane Medical Center, Touro, Children's, Baptist, New Orleans Adolescent and other hospitals, Folgers' Gentilly facility, NASA, pumping stations 1, 6 and 7, the Crescent City Connection, the Port of New Orleans, office buildings in the CBD, the Bell South building, much of the Convention Center, various hotels and much more.

  • The City is working on priority lists to restore power where it's needed most. Many pumps are online and operating.

  • About 8,000 Uptown residents between St. Charles Avenue and the river have power.

  • Work continues on pumping down vaults, inspecting infrastructure, patrolling and assessing overhead and feeder lines and energizing areas where it is safe.

  • The CBD grid is energized.

  • All Uptown feeder main lines out of Napoleon, Market, and Southport substations have been energized. This does not include laterals and sub-laterals.

  • Crews working in New Orleans East replacing broken poles, cross arms, and picking up downed lines.


Water and Wastewater

  • Officials are concentrating on trying to maintain firefighting water supply. Some water mains are breaking as pressure is increased, creating delays in restoration of services.

  • The Board in still fixing broken lines and water hydrants, testing the water and flushing the system to make the water potable.

  • The Board will be able to drain any future storm water from the uptown area. Currently cleaning all the catch basins in the city. Continuing to remove water from New Orleans East by way of the lakefront.


Orleans Parish East Bank - New Orleans Metro

  • Status: The sheetpile closures at 17th Street and London Avenue Canals have been lifted.

  • Pumping Station Status:

  • I-10: located in western Orleans Parish, the station discharges into the 17th Street Canal. The station is running its three operable pumps at 610 cfs.


    • Pump Station 1: located in southern Orleans parish, the station has 11 permanent pumps, one operational, and is running 1,100 cfs.

    • Pump Station 2: located in central Orleans Parish. The station has a 3,190 cfs capability through seven pumps, none operational, and is offline.

    • Pump Station 3: located at the head of the London Avenue Canal. The station has seven permanent pumps. Pump Station 3 currently has one pump operational and running at 1,000 cfs.

    • Pump Station 4: located in northern Orleans Parish along the London Avenue Canal. The station has six permanent pumps with three operational. The station is operating one pump for 1,000 cfs.

    • Pump Station 5: located in eastern Orleans parish along the east side of the IHNC in the Ninth Ward. Pump Station 5 has five permanent pumps and is not operational.

    • Pump Station 6: located in western Orleans Parish along the 17th Street Canal.

    • Pump Station 6 has 15 permanent pumps, six operational, and is operating pumps at 1,500 cfs.

    • Pump Station 7: located at the head of the Orleans Outfall Canal. The station has five permanent pumps and its single operating pump (1,000 cfs) is operating

    • Pump Station 12: located in the northwest corner of the parish. The station has one permanent pump and is currently not operational because of electrical issues

    • Pump Station 19: located on the west side of the IHNC near the Ninth Ward. The station has five permanent pumps and is currently operating one pump with an output of 1,050 cfs.

    • Temporary Pumps: 42-inch temporary pumps are currently positioned at the headsof the London Avenue and 17th Street Canals, and also at Pump Station 5 in the Ninth Ward. One 30-inch pump is operating at the 17th Street Canal at 60 cfs.


E-4a - Orleans Parish East Bank - Eastern New Orleans

  • Status: Water Surface Elevations- Unknown.

  • Pumping Station Status:


    • Pump Station Citrus (10): located in northern East Orleans Parish. The station has the capacity to run 1,000 cfs through four pumps, three operational, and is operating as necessary as the water level in the area is normal.

    • Pump Station Jahncke (14): located in northern East Orleans Parish. The station is operating at its full capacity of 1,200 cfs through four pumps because of the levee notches in the Six Flags area.

    • Pump Station St. Charles (16): located in northern East Orleans Parish. The station has been operating as necessary as the water level in the area is normal.

    • Temporary Pumps: The two 30-inch pumps at St. Charles Pump Station will move to support unwatering operations in Orleans Parish along the IHNC. We also have two 24-inch pumps at the Amid Pump Station (station 20) that are operating at their full capacity of 80 cfs.


E-4b - Orleans Parish East Bank-Eastern New Orleans - Bayou Sauvage Refuge

  • Status: The Hydrogen Plant is now accessible by vehicle and deliveries have started.

  • Pump Station 15: located near the Hydrogen Plant in the eastern part of the parish.

  • The station has two operational permanent pumps that are operating at 500 cfs.

  • Entergy is bringing another power line to the station

  • Temporary Pumps: No temporary pumps are currently online but crews are returning to the area. Two 30-inch pumps are operational at the station and their full capacity is 120 cfs.


Priorities established for the Sewerage and Water Board

  • Drainage of storm water.

  • Restoration of water service to the Central Business District. Sewer infrastructure is still intact in CBD.

  • Restoration of water service to the Garden District.

  • Repair/restoration of the East Bank Waste Water Treatment Plant


Gas

  • The system is 86 percent assessed, 100 percent secured and 37 percent restored. All of Algiers, the CBD and Lake Shore have been assessed, secured and restored.

  • Gas service has been restored to the Uptown area between St. Charles and the River.

  • Continue work to turn-off all customer services at the meter valve that were affected by water in the gas system in Lakeview, Lake Vista, Lake Shore, and Gentilly areas.

  • Gas crews continued assessment and meter shut off of gas services blocked by water trouble in the Central City, Lakeview, and Gentilly areas.

  • Continue to perform detailed assessment utilizing leak survey equipment in Uptown area between St. Charles and the River and expand survey to other areas with high pressure.

  • Continue to survey and inspect High Pressure (HP) services in the French Quarter. Any service found to have problems will be shut off and locked. We will continue to deliver gas service to customers on the HP system that are found to be in normal operating condition.

Communications

  • Cox New Orleans customers will not be billed for services in the month of September. Cox Communications will announce procedures for October and beyond. Updates are available at www.cox.com.

  • Commercial cell phone carriers have periodic disruption of services throughout the city.


Orleans Levee District


A thorough levee inspection has not been completed due to flooding and other hazardous conditions.


Emergency Services


Emergency Medical Services


  • Orleans EMS is currently running 24 hours operations with 13 units per day

  • 10 units are currently assigned to day time operations and 10 units are currently assigned to night operations.

  • There were 14 emergency calls within the past 24 hour period.

  • NOEMS is using FEMA-contracted ambulances to provide coverage, along with six NOEMS vehicles. NOEMS medics are assisting out of town medics with call locations, care protocols and communication with hospitals.


Law Enforcement and Public Safety

  • Law enforcement officers are preparing for the return of large numbers of citizens to New Orleans.

  • The United States Secret Service completed the credentialing process in the City of New Orleans on September 12, 2005. The credentialing was intended to identify New Orleans police officers, officers and deputies from the State of Louisiana, federal officers and officers and deputies from out of state jurisdictions that are operating in the City of New Orleans with firearms. In addition, fire executive staff also received credentials.

  • New Orleans Police Department: 1,352 credentials issued

  • All others: 1,444 credentials issued

  • Credentialing moved to Baton Rouge on Wednesday, September 14, 2005.

  • Security is being maintained by local law enforcement augmented by state and federal law enforcement resources.

  • Check points are established throughout the city to control traffic and restrict access to authorized personnel only.


Fire Department

  • Three fires were reported in the past 24 hours.

  • Fire department infrastructure: four stations are fully operational, with others at various stages of operability.


Military

  • TF NEW ORLEANS conducts presence patrols, supports evacuations, conducts search efforts as flood waters recede, and conducts initial coordination with Algiers representatives to prepare for CMO operations for Algiers.

  • Secondary search guidelines have been established for search and recovery, including only entering buildings where there is probable cause that people may have been trapped inside.

  • Two aircraft are spraying the city for mosquitoes. No mosquito abatement sorties were flown yesterday due to Hurricane Rita. To date, 17 sorties have been flown in southern Louisiana, and more than a million acres have been sprayed.

  • Task Force All American is removing debris from storm drains to help ease flooding concerns.

  • Task Force Orleans continues to provide security at various locations in the city.

  • Task Force All American established a decontamination site in the French Quarter and

  • Together with local law enforcement, the military has reestablished security in Orleans Parish.

  • Task Force Orleans is working to eliminate the backlog of 911 calls.


Corps of Engineers

  • The Corps and its contractors began closing overtopped locations on the Industrial Canal Saturday. Additional operations continue to provide additional protection for the area.

  • On the west-bank near the Upper 9th Ward, large rock was placed to fill the scour hole behind the levee. Large sandbags were placed atop the levee to stop the water flow and will provide additional protection from future storm surge. The sandbags will be covered with crushed stone and will measure +10 feet. The hole was filled and sandbags were placed Saturday and Sunday. Small rock was placed on top of the temporary repair Monday. Work is expected to be completed this week.

  • On the eastside near the Lower 9th Ward, Army and civilian helicopters worked throughout the weekend to place approximately 400 3,000 - 7,000-pound sandbags.

  • Approximately 200 were placed Sunday. Engineers are currently working from a barge near the overtop site and placing large stone in the area along the alignment of the levee.

  • Work is expected to continue through the week as engineers fill scour holes and place additional rock atop the temporary repair.

  • Water levels in the Industrial Canal have dropped more than 5 feet since the overtopping Friday. Water has stopped flowing over the east and west side breach areas. Water levels in the Lower 9th Ward are approximately 2- to 4-feet deep.

  • Pump stations that were operational in the city prior to Hurricane Rita-associated storms have been returned to service. Pump capacity in the city has returned to approximately 60 percent in the metropolitan area.

  • Sheetpiling that closed the 17th Street and London Avenue canals were removed Monday afternoon after water levels in Lake Pontchartrain stabilized. The temporary repairs made to the floodwalls in both canals continue to hold. The temporary steel sheet pile closures at the 17th Street and London Avenue canals were installed Sept. 21. Closures prevented storm surge from Lake Pontchartrain from entering the canals and overtopping the temporary rock and earthen repairs.

  • Pumping operations continue in East New Orleans. Engineers continue to work in the Six Flags area to evacuate the water that was left in the wake of Hurricane Katrina. Water levels are dropping approximately an inch an hour. Operations in East New Orleans are expected to be complete by the end of the week.


Coast Guard

  • No new spills reported (423 to date, 13 considered significant only one of which is in Orleans Parish)

  • 18 vessels waiting to enter river at Southwest Pass; 55 vessels en route. Vessel traffic restricted to daylight travel only.

  • 198 bulk liquid facilities in the area are now waiting post hurricane Rita assessments.

  • USCG reports that 98 percent of oil released into environment has been recovered, contained, evaporated or dispersed naturally.

  • The LA Offshore Oil Port (LOOP) is fully operational.

  • The harbor is operational around the clock, with a logistics support center operational at Gov. Nichols St. Wharf.

  • Offshore facilities: 52 platforms lost, 58 damaged / 3 MODUs (Mobile offshore drilling rig) sank, 16 damaged

  • Six local wharves are damaged: Louisa, Congress, Desire, Piety, Press and Mandeville

  • All pollution incidents need to be reported to 1-800-424-8802.
